The main reason why the government can maintain order is that citizens believe that a child who is unwound (with 99.4% of their body being donated to other people) is not actually dead. A notable example of this is Samson Ward, a child who knows he is going to be unwound and (at the very least) doesn’t seem to mind. He believes he’s better off being unwound, because he wouldn't do anything worthwhile otherwise. If his body is dismantled and the parts are given to a wide variety of other people, he thinks, there is a significantly better chance that at least one of those people will do something great with a piece of Samson along for the ride. The fact that anyone could have this attitude about being unwound shows how strongly these ideas about unwinding and death have been ingrained into the public.
