I would argue that the main thing that could be done would be to have systems of promotion that allow for people to move up the ladder in their organizations even if they end up taking time off of work from time to time. One of the major problems for women is that they often are passed over for promotion because they take time off to have children.
A second thing that would be important would be to encourage men to play a more active role in family life. Bosses tend to believe that women will have more conflicts between their work and their home life. If both sexes had these conflicts equally, gender inequality would be reduced.
Of course, neither of these things is easy to do and neither can simply be instituted by passing a law. This is one reason gender inequality is such a difficult problem.
