This is a great question. Generally speaking, there are three important element in good design.

First, there must be good content. All design is meant to convey some sort of meaning. Hence, the question is whether good content is conveyed. In other words, good design has a clear message that all people can understand.

Second, the form or the design element should enhance and strengthen the message. This is where form matches content. This is a very difficult thing to do, but good design offers meaning through the form.

Finally, good design knows its audience well, so that the message is clearly communicated to people within their commonsense worldviews.
