My individual interpretation of this quote is that Mecutio is "picking" at Romeo's relationship with Rosaline. The failure of that relationship hurt Romeo and may have left an "impact," but it wasn't deep enough to injure him permanently (to create a wound).
The only literary device I can see is that of personification: scars/felt
