The movie Minority Report is based on Philip K. Dick's story of the same title; however, Lamar Burgess is not a character in the written story. In the movie, Lamar is a sort of extension of Anderton's character.
In the original story, Anderton is a complex character. The movie tries to simplify that by essentially splitting Anderton into two characters. His "bad guy" side becomes Lamar Burgess, and his "good guy" side stays Anderton. This makes it much easier to decide if Lamar is a moral or immoral character.
An immoral person is someone who knows what is morally right and wrong but chooses to do wrong anyway. I would definitely apply that adjective to Lamar. He knows that murder and crime are wrong. It is why he developed the Precrime system that uses the Precog mutants in the first place. Lamar wants to make society a safer place for all people, and I would call that a moral goal. However, Lamar also knows that his system is flawed, yet he decides to hide that from the public. That shows his capability to perform an immoral action. Lamar's immorality deepens as he works harder and harder to protect his system until he eventually resorts to murder. He knows that murder is wrong, and he knows that he has to hide the action from his Precrime system. That knowledge doesn't prevent him from moving forward with the killing, so I would definitely call Lamar an immoral character.
