Puck certainly is a troublemaker. I am not sure if what he does would be considered criminal in the world of the play, but they likely would be by today's legal codes. At any rate, he certainly does cause a lot of mayhem.
For starters, Puck drugs Lysander with the love potion (2.1). This causes the young Athenian to fall head over heels for Helena. He transforms Bottom's head into the head of an ass (3.1) which I imagine must be a crime of some sort. He then continues to harass the mechanicals by chasing them around in the guise of various frightening creatures. He also spies on the Athenians as they fall back asleep so that he can reverse the love potion mistake he made earlier (3.2).
Puck certainly takes great pleasure in tormenting humans with his many tricks and pranks. I am sure that if anyone today behaved in the same way as Puck, they would find themselves facing criminal charges in no time.
