What qualifications should a student have in order to be appointed to a city council?

If a city has a youth commission, should the city council select only from a list of candidates approved by the commission when appointing a student to the council?

If the youth commission and the student appointed to serve on the city council disagree on a proposed ordinance, which perspective should the city council weigh more heavily?

I know of no City Council that can appoint an actual voting member who is under the legal voting age of 18, so that would be one requirement, as would be citizenship in the United States.

As far as personal characteristics go, such a student would need to be responsible, intelligent, logical, willing to make decisions that are good for all the city's residents, and he/she must be able to withstand what are usually horribly boring meetings.

The Youth Commission should have some effect on who is appointed to the Council to represent the youth, at least, that would make sense.  It would also make sense to limit the student to a term of office, after which the youth commission could select another one or renew their term (though, if they are 18 when they begin service, it seems they would be limited to one term anyway).  It might also be wise to allow the Youth Commission to recall a student appointed to the Council by something like a 2/3 vote.

 As far as who the Council listens to, I would think that would have to be the voting member, the student actually on the Council itself.

This is, of course, simply a matter of opinion.

If your city is really going to have a student as a full member of the council, it ought to pick one who is quite serious about the job.  I do not think there are really any qualifications that should go into it other than involvement in community activities.  I think that the pick should be someone who has shown they are interested in improving their community.

As far as ordinances go, if the student selected is truly a member of the council, the council should pay attention to his or her opinion.

If the city council is going to appoint a youth councilman to its council, there are things that should be taken into consideration other than simply being the choice of a "youth commission." The biggest concern would be that this recommended choice may simply be the student who was able to win the popularity contest. The city council should consider the recommended candidate but should also ensure that the new appointee has the appropriate oral and written communication skills, as well as the minimum necessary education that would provide a fundamental understanding of city government and how a city operates. The city council should allow young people to apply and interview for the position as they might for any other position.
