As Rahim Khan tells Amir about all the horrible changes to Afghanistan since Baba and Amir fled to America, he describes his and Hassan's feelings when they hear the news on the radio that the Taliban was now in power.  Hassan's reaction is hopelessness because he knows that the Taliban will seek to annihilate the "impure" Hazara Shiites.  At the end of Chapter 16, Rahim Khan tells Amir,

" 'A few weeks later, the Taliban banned kite fighting. And two years later, in 1998, they massacred the Hazara in Mazar-i-Sharif' " (213).

The Talibans first move to ban the kite flying might seem insignificant to outsiders, but Rahim Khan and Hassan would have known at that time, that the Taliban was seeking to destroy all Afghan traditions or pleasures that might cause the people to turn against their totalitarian regime.
