Rosa Vargas has many children, and they run riot throughout the neighborhood. It is a battle for her to keep track of where they are and what they are doing, and Rosa is constantly tired, so she does not make much effort. Neither do any of their neighbors, so the children are constantly up to mischief, playing in trees and on cars and roofs and hurting themselves, with no one taking much notice.
