I believe that this question is asking about events that are described in chapter 1. The chapter breaks from Roy and Dana having an altercation on the bus to Officer Delinko arriving at the construction site for the upcoming Mother Paula's All-American Pancake House. Officer Delinko is met at the site by Curly. Curly wants to show Delinko what has been done, and Delinko is confused at first. He was sent to the construction site because of reported vandalism. Delinko's job is to make the complaint official, but Delinko's initial response is that nothing could have been vandalized, because nothing is on the construction site in the first place.
Curly explains that all of the survey markers have been pulled up and strewn about the property. Delinko asks if anything was broken, and Curly confirms that nothing was damaged. Officer Delinko tries to explain that a vandalism report can't be filed if no damage was done. Curly argues that financial damage will be incurred as a result of the survey markers being pulled out. The construction scheduled will be delayed, and that has financial loss implications.
Officer Delinko again says that no vandalism occurred, but he does concede that trespassing and/or malicious mischief did occur. Curly is happy with that, because he ultimately wants the police to be aware of a crime having been committed, and he wants law enforcement's help to stop it from happening again.
