Roy and Officer Delinko are both alike in that they always strive to do the right thing. They may not seem like much on the surface, but their hearts are in the right place, and that's what matters. By a strange combination of circumstances they become involved in efforts to save the owls' natural habitat from being destroyed and turned into a Mother Paula's All-American Pancake House.
The characters' motivations for their actions are somewhat different. For one thing, Roy is much more idealistic. Once he hears about the threat that the new business poses to the owls, he's determined to get involved and put a stop to such a wanton act of environmental destruction.
As for Officer Delinko, his is a much less active personality; unlike Roy, he isn't committed to any higher cause. He sees his investigation of the goings-on at the construction site as an opportunity to redeem himself as a cop after falling asleep when he should've been keeping the place under surveillance.
It takes him a while to get there, but Officer Delinko, like Roy, Mullet Fingers, and the rest of the kids, eventually realizes that the bad guys in all of this are Mother Paula’s All-American Pancake House. He may see this as a great opportunity to make himself a hero and get back into the chief's good books, but he's eventually motivated by a good conscience, just like Roy.
