When did Israel change its capital from Jerusalem?

As far as Israel is concerned, Jerusalem has been its capital for as long as it has been a country.  As soon as Israel became a country in 1948, it declared that Jerusalem was its capital.

Although Israel calls Jerusalem its capital, the international community does not recognize it as the capital.  The reason for this is the fact that East Jerusalem was taken by Israel from Jordan in the 1967 Six-Day War.  The international community has held that this annexation was illegal and therefore will not recognize Jerusalem as the capital.  This is why the US Embassy is in Tel Aviv.

So, Jerusalem has always been, in Israeli minds, the capital of Israel.
