What reforms did Napoleon implement on the island of Elba?

During his exile on Elba, Napoleon implemented several reforms aimed at modernizing the island's economy and society. When Napoleon was exiled to Elba, he was also given sovereignty over that island. He was allowed to continue to call himself "Emperor" and he had control over the island.

He instituted programs to drain swamps. He also tried to improve the island's educational and legal systems. Of course, Napoleon was not on Elba long enough to have a tremendous impact on the island.
