The setting is EXTREMELY important to the events of the story.  Greasy Lake is a trashy, scum-coated lake where "bad" people hang out and look for trouble.  It used to be a beautiful, pristeen lake, however.  If the lake were still pristeen and beautiful, people would not be coming there looking for trouble, most likely.  Our environment frequently influences what goes on around us AND what actions we take.  The dirty, trashy lake simply fuels it visitors' behaviors.  Also, the setting can be viewed as symbolic of the bad behavior that occurs around it.
