Why did Florence Nightingale improve nursing and soldiers' conditions in England without seeking help from the king or queen?

I think Florence Nitingale was more interested in helping others than anything else.  She was self-less.  She used her fame to help others, but did not just sit on her laurels.  She worked tirelessly, until she died.
