The letter that is being asked about here is a business letter, and there is a specific format that should be followed. It doesn't matter if the letter is a letter of complaint or praise. The format and writing style are the same. Before beginning to write the letter of complaint, you need to consider a couple of things.
- Why exactly are you writing this letter? Have a specific complaint in mind. If you have multiple complaints, then decide which one is most important. If you have two specific complaints, choose which order the letter is going to present them in.
- What is your reason for writing the letter? Are you just complaining, or can you offer some possible solutions?

- be for or against your argument. It's also possible that this person is neutral. An important part of letter writing is to know your audience.
Once you are ready to write the letter, be sure to make it look as professional as possible. Before you even write a "Dear Somebody" line, you need to address the letterhead correctly. This includes the date, your mailing address, and the mailing address of the recipient.
After the "Dear So and So" line, the contents of your actual letter can begin. Introduce yourself and the topic that you are writing about. Stay professional. You do not want to insult or belittle your reader. Include facts, reasons, and examples that support your argument/complaint. Regarding The Truman Show, maybe your complaint is that the overall pacing of the show is quite slow. Watching somebody go about their daily business in a fictional world is not exciting.
I then recommend a second paragraph. In the second paragraph, have solutions to your complaint, or suggest the action that you would like your reader to take. Without these solutions, you are only complaining. I also recommend that you offer some kind assistance in solving the problem, and remind the reader of how/where/when they may contact you. End the paragraph with a short sentence or two that expresses thanks to your reader for reading your letter and considering your suggestion(s).
One last piece of advice. Get to the point quickly. Don't be overly wordy. You need to use clear and uncluttered sentences. Somebody that is in charge of an entire show like The Truman Show is a busy person. They are taking time to read your letter, but they only have so much time in the first place. A multi-page document is not going to be read.
