contains some ambiguity.  Is the pronoun it meant to mean "The quality of education in your school"?  If so, the answer is Yes.  The quality of education in a school often influences the choice of many programs and materials.  With lower standards of quality in the educational process, the choices that will be made as far as learning goals and the learning materials will also be below standards of excellence because less will be expected of students.

I agree that a syllabus can be important for some students. Most of the time, a syllabus is used at the college level and above. This really helps students see what is to come and how to plan ahead. I have provided my high school students with a syllabus in the past. Instead of being a tool which helps them, they tend to get overwhelmed by it.

I agree that the syllabus, the materials, and the way the material is presented all definitely affect the quality of education.  The syllabus is the road map for the class so that students know what is due when and CAN PLAN AHEAD.  This means that they can manage their time for the class better because they can either catch up or preview material before the class.  Materials chosen and the way they are presented make a big difference in the students' understanding and the rate of progress in the class.  If they are auditory learners, the students might want to tape a lecture or record their own homework to listen for phrasing, sentence structure and/or accent. Keep the syllabus handy for quick review during study time as it is helpful to see where the class has been and where it is going.

The most important part of the materials on the syllabus is that it tells you what you will be studying.  You can look at the syllabus and see what books are needed, for example, and that tells you a lot about what the course is going to be like.  It's a good preview.

A syllabus can be a useful tool. This is particularly true in a higher level course where students might be absent or need to review material before a classroom presentation. Many college courses strickly follow a syllabus to allow students to prepare for a lesson before they arrive. This type of syllabus also allows students to catch up from an absense without having to contact the professor. In general, a syllabus lets students know what to expect from a course. It allows students to grasp the general rules of the classroom and the assignments they will be asked to complete. A syllabus lets students know clearly what the expectations of the teacher will be for that course. A good syllabus can have a profound effect on the learning environment of the classroom.
