The most likely way to build more paragraphs for yourself is to expand upon your basic statements and questions. 

For example, let's say that your problem statement has to do with the connection between standardized testing and the quality of education that is received by students in public schools.  You could then have a paragraph on how standardized testing has expanded since the passage of the No Child Left Behind law.  Then you could have another on why some people feel that standardized testing would be bad for quality of education.  

In this way, you can build more paragraphs by fleshing out the ideas from the basic statements and questions that you have presented.
