Most likely it is Sulfur

The Properties of sulfur are:

Sulfur is not water soluble but is soluble in carbon disulphide.

Sulfur is a yellow powdery substance.

Sulfur will in the presence of oxygen and heat form sulfur dioxide which is a colorless gas.

The reaction is as thus:

S + O2----------> SO2

The dry litmus will not react.

The wet will react as an acid due to this reaction:

SO2 + H2O -----------> H2SO3
