As far as how to find the report goes, it can be found in at least a couple of books that are accessible through Google Books.  One of the books is called The Samuel Gompers Papers: The early years of the American Federation of Labor 1887-90.  The letter in which Gompers made this statement about the slaves is reproduced in full in this book and is accessible online.
