Note:- If y = x^n ; where n = constant ; then dy/dx = n*{x^(n-1)}

Now, 

y = `(7x +3)^4`

`thus, dy/dx = y' = 4{(7x+3)^3}*7`

`or, dy/dx = y' = 28(7x+3)^3`
