The equation of a circle is: (x – h)^2 + (y – k)^2 = r^2 

(h,k) stands for the center of the circle. r stands for the radius. You plug in the numbers given. 

(x – (-1))^2 + (y – 5)^2 = 2^2

(x +1)^2 + (y – 5)^2 = 2^2

(x +1)^2 + (y – 5)^2 = 4. This is the simplified form of the equation.
