Leonard Mead is a rebel in the sense that he is doing something that in the world he is living in is illegal, but is not a rebel in the sense that he is actively opposing the law. He is just doing something that sounds like he has been doing all his life.

Sometimes he would walk for hours and miles and return only at midnight to his house . . . In ten years of walking by night or day, for thousands of miles, he had never met another person walking, not once in all that time. He came to a cloverleaf intersection which

He doesn't even think that what he is doing is wrong. When the police stop him, he tries to protest, but they interrupt him.

A metallic voice called to him: "Stand still. Stay where you are! Don't move!" He halted. "Put up your hands!"

"But--" he said.

"Your hands up! Or we'll Shoot!"

Of course, Leonard knows that he is not allowed to walk on the streets, but he seems to think that it is worth taking the risk. In fact he is very unlucky that he is stopped at all.

What a rare, incredible thing; in a city of three million, there was only one police car left, wasn't that correct? Ever since a year ago, 2052, the election year, the force had been cut down from three cars to one.

Overall, he comes across as an old man, stuck in a world he doesn't understand, used to doing things his own way.

I think that, on balance, I would call Leonard Mead a rebel.

You could argue that he is not a rebel because he's not exactly trying to influence anyone else.  All he does is go for walks alone.  Since that's not really something that anyone notices, it can't really influence anyone.

But he is a rebel because he is acting in a way that is totally different than the way anyone else in society is acting.  He is coming out of his house, trying to think for himself and do things his own way.  I'd say he is definitely a rebel because he is acting in ways that are so opposed to what his society expects.
