I believe the blame is shared among Reverend Parris, Reverend Hale (who finally realizes what is going on and tries to save Proctor), and Judge Danforth. However, Danforth has the ultimate power to put a halt to everything and he doesn't. He is the one who ordered the hangings and perpetuated the fear among the people. He played favorites with the witnesses believing Putnam and Abigail (and her entourage) rather than giving Nurse, Proctor and Corey the same respect. He had a personal agenda to perpetuate theocratic power, as did Parris, rather than trying to find the truth.
