Being a member of the Armed Forces requires quite a bit of training, more so in some specializations than others. Because of this, it is important for soldiers to be literate.
If soldiers have poor literacy skills, they will not be able to comprehend instructional manuals and other such things. These have become increasingly important as military equipment has gotten to be more and more complex.
An illiterate soldier is one who will not be able to absorb his or her training very well. Such soldiers would be liabilities because they would not be able to perform their duties as well as they should.
With great power comes the need for competence and learning. Soldiers who bear arms and represent America will need a certain level of education for general and specific reasons.
One specific reason is they will need to learn how to use the things they possess. This will require reading. They will also need to read orders at times and send information in written form.
For a general reason, reading increases the level of education. So, when a person reads, they become not only more knowledgeable, but also more cultured. This is always a good thing.
