Why might e-government be more important in rual areas of a country than in major cities?

E-government is a term used to refer to interactions between government agencies and citizens that are accomplished by means of the internet.  This sort of government is more important in rural areas than in major cities because in rural areas it can be much more difficult to get to government offices in person than it is in cities.

For example, I live in a rural area.  If I were to go to the nearest physical state office when the time comes to renew my car's registration, I would have to drive about 30 miles each way.  Because we have e-government in the form of online renewal of registrations, I do not have to take the time or spend the money to make that drive.  This is a situation that is much more common in rural areas than in cities.
