Since you don't specify which Van Ripper you are asking about, I'm going to suppose you mean Daniel S. Van Ripper who is the Director of 3D  Systems Corp and of Hubble, Inc. Formerly he was Chief Financial Officer of Sealed Air Corp. While his credentials qualify him to speak about money economies and quantitative data, he seems to have no publications available through the Internet. Thus why he argues as he does for administrative state sophistication is not broadly publicized.
