One reason the party waits so long might be because the party is waiting until Winston implicates himself further in the secret life he's creating for himself. This process is not new. The party "tests" their subject Winston and encourages to think for himself and most importantly to question the current hegemony. While meditating on the proles, Winston writes in his journal "until they become conscious they will never rebel, and until after they have rebelled they cannot become conscious" (74). He might be writing about the proles here, but he's also writing about himself and his process of consciousness. In many ways the party encourages Winston to "become conscious" and commit all of his acts of rebellion so that they can complete re-wire his hard drive.
