Juliet is waiting for the Nurse to return from her meeting with Romeo.  She sent her at 9:00 A.M. and it is almost 12:00 P.M.  She can't figure out what is taking her so long.  As her nervousness grows she said she wished that Love's (Cupid's) heralds, which are his messengers, would be able to bring her news of Romeo's plans!!  The messengers have wings and could travel to her faster with the news of her impending marriage.  She feels the nurse is too slow, "like old folks, because they are unwieldy, slow, heavy, and pale as lead."

Juliet is impatiently awaiting the return of the Nurse in this scene.  The nurse has gone to get Romeo's answer to the plan for their marraige.  As she waits, she whines.

A herald is a messanger.  So is love's messangers were thoughts, not people, than the message could get to a person much faster.  Telepathy is quick, much quicker than Juliet's old nurse!
