Why does the color of the human hair differs from country to country?

From e notes i came to know that hair has more functions.  Now i want to know why the colour of hair differs from one country to another. Is the hair colour had any impact over the functioning of human body. and why the colour changes from country to county. Kindly clarify.

Hair color in hair follicles is due to two types of melanin.  Melanin is the substance in hair follicles that determines how light or how dark the hair is.  Eumelanin determines the darkness of the hair, contributing to shades of brown to black, while pheomelanin determines the red content of the hair.  Levels of melanin are possible to change over time, resulting in the hair follicles becoming lighter or darker.  The absence of melanin results in white hair.

Particular hair colors are associated with specific ethnic groups.  The genetics of hair color are not yet firmly established.  According to theory, there are at least two gene pairs that control human hair color.

I have made a hypothesis. My hypothesis is that when the sun hits our hair it gets like tanned like our skin. So that is why I think people have different hair colors. Example is that if you are living in africa you live in the hottests places in the world. African people have black hair. If you are living in America it is not that hot or cold so it's blonde(yellow).
