This is an interesting question.  I think different people are wiseest at different points in the play.  Ophelia, despite her madness, show wisdom when she assigns her flowers to various people.  Hamlet, despite his bouts of madness--feigned or otherwise, shows much cleverness.  Polonius is also very wise...especially with regard to the advice he gives Laertes upon leaving for college.
