This question is almost certainly referencing the historian William J. Duiker. He is an expert on Far Eastern history and diplomatic affairs as well as globalization, and his most famous book is a biography of Ho Chi Minh, notable because it was the first biography of the Vietnamese leader written using documents from Vietnamese archives.
