The target population for the Tennessee Valley Authority was mostly people in the Southeastern part of the United States. These were the people who would be most clearly impacted by the projects that were conducted by the TVA.
The major point of the TVA was to produce electricity that could be used by people who, at that point, did not have access to electricity. It was also meant as a way to bring floods under control. Both of these would have a direct impact on people living in all or parts of Tennessee, Virginia, North Carolina, Georgia, Alabama, Mississippi, and Kentucky.
The direct target of this program, then, was the people of these states. The program was meant to benefit them as a way of promoting economic development.
