One other answer is in some way related to this question.  The Taliban was a repressive regime in Afghanistan was involved to some extent in the attacks.  The Taliban allowed Bin Laden to live in Afghanistan and run his terrorist training camps in that country as well.  However, they did not plan the attacks.  It was Bin Laden who did that.   Therefore, D is the correct answer, not C.
