You can find the answer to this in Chapter 16.  The answer is that Joe Harper is the one who says this.

The context here is that the three boys (Tom Sawyer, Huck Finn, and Joe) are on the island.  They have run away from home and are camping out on the island.  They have just spent a bunch of time having a lot of fun -- swimming, playing circus, stuff like that.

But now all of them are starting to be a bit homesick.  Joe is the one who happens to be the first to come right out and say it.
