Who played the executioner that ran the generator and threw the switch in the movie The Green Mile, and where have I seen him before?
The guy is only in a few scenes, he's wearing a black rubber glove and stands behind a partition. I know i've seen him in other films or tv or somewhere.

It's been a while since I have seen this film, but I believe the actor you are referring to is David Morse. He has a long list of credits in theater, TV and movies and played Brutus "Brutal" Howell in The Green Mile where he plays a character who's sort of like Tom Hanks' right hand man.
You might also recognize him from the TV show Hack which ran for three seasons, where Morse played cop Mike Olshansky. He also had a small role in the Academy Award winning film from 2009, The Hurt Locker.
That is Bill McKinney, also famous for being Captain Redlegs Terrill in "The Outlaw Josey Wales" and the rapacious mountain man from "Deliverence". Look him up on IMDB.com for more details.
I'm not referring to David Morse. He's in alot of the movie. The guy I am referring to stands behind a partition, turns the dial up on the generator on roll on one, throws the big switch on roll on two, then waits for Hanks and the doctor to tell him when to disconnect the switch. This guy is only in the scenes when they practice execute and actually execute.
