Can you rank 1-3 Stanford, Yale or Harvard with pros and cons for an International student to study to be a Neurosurgeon, and is there a chance of a full scholarship?

Colleges are rated on SAT and GRE scores of accepted students, on publishing credentials of faculty members, on quality of physical facilities--labs, libraries, etc.--on accomplishments of graduating alumni, size of endowments, etc.  All three of these universities have the highest possible rating, a long waiting list, and scholarship and fellowship programs.  Of course they are all expensive (for any nationality) but money cannot buy a spot.
