I am guessing you mean the taxi driver?  After the whole fiasco with someone walking off with the rocket parts from the display, Homer is obviously a bit anxious to have everything work out ok before the judges get there.  So when he rides down to the bus station in a taxi to pick up his box of stuff, he told the driver he was in a hurry.

He said their ride back to the convention center was like being in the Indy 500, and as the driver jumped out and helped him get his stuff inside, he noticed the display and the photos.  As he left and Homer tried to pay him, he just said that he was from West Virginia too and that Homer didn't owe him a thing "except to do good."
