There is absolutely no way to know where or when human beings started to use language.  Languages do not leave any record of themselves until people start to write them down so there is no way to tell from the fossil record or anything when people started to talk.

There are a number of theories as to how language got started.  One says that men invented it so that they could communicate better as they planned and carried out hunts.  Another says that women invented it because they had to maintain social harmony with one another in their bands (because they were together so much of the time).  Clearly, there is no way to know which is true.
