Where did the witches agree to meet in act 1?

'where the place?' 'Upon the Heath,' 'There to meet with Macbeth!'

So say the witches at the beginning of act 1 and they meet up with Macbeth upon a Heath near Forres, where they reintroduce themselves and say that they have been killing swine and causing trouble for a sailors wife who was rude to one of them and would not pass over her chestnuts. The witches have a plan to destroy her husband who is away at sea. Thus the witches are accredited with controlling the storms and the weather, and James 1st actually believed he had nearly been shipwrecked because of the work of witches on one occasion.
