When the body is heated, it attempts to cool itself through several mechanisms.  One such device is sweating.  The body expells moisture which catches the air and cools the skin.  Sweating can also trap dirt and other particles on the surface of the skin.  Since the face is nearly always exposed, it is prone to far more residue than other areas of the body.  Each time we reach to wipe the sweat from our faces, we deposit germs and dirt.  On the face in particular, this sweating process can cause the clogged pores that lead to break outs.  Remember that the body also forces most excess heat from the head and feet.  This is the most efficient path for the body.  In fact, most of your body heat is dissipated through the top of your head.  Coupled with the fact that your head is often the most exposed to a heat source like the sun, this means that when the weather is hot, your head is exposed to much more heat than the rest of your body.  Apart from the pits of your arms, you may find that your face breaks a sweat first and stays sweaty the longest.  It is not wonder that the face suffers the most from heat.
