My response to this is that it shows how much the Al-Qaeda terrorist attacks and the end of the Cold War have changed our view of the world.

In times past, we would not have worried about anti-aircraft missiles in a faraway country.  We would have been sure we could destroy them if we ever needed to attack that country.  Otherwise, they would have been irrelevant.  But now, we have to worry about anything that is portable that can be used to destroy "soft targets" in the civilian world.

This shows how our view of the world and of what is dangerous has changed.
