So long as it is not too easy to call for a recall election, recalls are a good thing to have.
If recalls are difficult to start, then they will only be used in the most extreme cases. They will not be used to simply harass an elected official and try to make his or her life difficult. Instead, they will only be used at times when passions are running very high on important issues. This is the situation right now in Wisconsin where some recall elections have been held and the governor is likely to face such an election next year. In such cases, recall elections increase the amount of democratic control wielded by the people and prevent them from having to tolerate a bad elected official until the next scheduled election.
