Depending on what the definition of "specialized" means (i.e. special education, pre-college high schools, charter schools) then you could take any one of the adjectives used to describe your argument and place that as the title. You might also want to consider how much of shock-effect you want. Essays should be formal in nature and not dramatic. You want a title that is short and to the point but also describes a little bit of what you will be defending.
