You do not really tell us what part of the book you are talking about, but I am guessing that you are referring to where Winston hangs out after he has gone through all that torture and has betrayed Julia. After that (we see in the last chapter of the book) he hangs out at the Chestnut Tree cafe. He is very much a regular there. He has his own table that is kept for him -- it always has a chessboard -- and the waiter knows him well enough to bring him the newspaper opened up already to the chess problems.
This cafe seems to be a place where people in trouble hang out. Winston knew Syme was doomed partly because he hung out there, for example. He had even seen Jones, Aaronson and Rutherford there after their trial. So there is something about that place -- it seems to be where the undesirables hang out.
