In what ways does a part time or full time legislative body improve representation?

Theoretically, a part-time legislature is better able to represent the communities that it serves because its members spend more time in the community.  Also theoretically, the members hold other jobs, which gives them a greater awareness of the needs of everyday people.

A full-time legislature is meant to have the time to devote to its job, which is passing legislation. If one is doing this full-time, there is a presumption that legislation will be more effective.

I cannot emphasize strongly enough how theoretical both of these ideas are, and in my state, which will remain nameless, I do not believe that either has done the state much good.
