In what ways does a minor character have an impact on the development of a story?
The previous answer does a nice job of providing specific ways that a minor character can affect a story. The answer provided some good examples too. I would like provide an example of how a single minor character from a story provides character development and advances a plot. The story I will use is Star Wars: A New Hope. This is the original film that came out in 1977. The minor character that I will use is Owen Lars, Luke Skywalker's uncle.
Owen helps develop the mystique that surrounds Luke Skywalker. When viewers are introduced to Luke, he's a whiny teen complaining about chores. However, once R2D2 plays the message about Kenobi, Luke asks his uncle about the guy. Luke's father comes up in the discussion, and Owen squashes the topic down quite quickly. The camera also shows Owen and his wife exchanging "knowing" and "worried" looks with each other. At this moment, viewers begin suspecting that there is more to Luke than meets the eye.
It's not long after this scene that Kenobi asks...
