Arranging the data in ascending order: 29    37    40    43    43    46    47    50    51    53    55    56    56    58    60    61    61    65    67    74    76    77    81    84    87

The value 56 divides the data points into two sets. This is the median.

The lower quartile is 47

If the person is caught speeding on a day when 43 tickets were issued it lies in the lower quartile.

The median of the data is 56 and the lower quartile is 47

After arranging the numbers in ascending order, you could easily pick the median, or middle number.  That would be 56.

Counting the total number of data point, then dividing by 4 gives you thestart of the lower quartile.  25/4=6 with a remainder.  So the lower quartile starts with the sixth number: 46.  So 43 does lie in the lower quartile.
