This question is asking about a small, but humorous, section of chapter 9. The chapter starts by narrating to readers that Sydelle had tacked a note onto the back wall of the elevator. The note asks the other people living in the building for the return of her lost papers. Her request fails, but her idea is a wild success. The other tenants think that the elevator bulletin board is a solid notion, so the elevator wall quickly fills with notes from several of the other tenants.

One of the notes states that six "clues" had been found in the hallway of the third floor. Each of the clues had been written on Westing Toilet Tissue, and one of the clues had the following information.

BRAIDED KICKING TORTOISE IS A BRAT

Readers have no idea who left the note; however, we are confident the clues are fake. At this point, readers should also know enough about Turtle Wexler to know that the clue is meant for her and is meant to insult her. While probably a rather childish insult, readers are likely to get a small chuckle from the fake clue. The real clues are similarly short, similarly phrased, and similarly cryptic, so whoever is making the fake clues has done a nice job of copying the real clue format.
