What was a difference in policy between the Federalists and the Republicans?

One of the major philosophical differences between these two parties was that the Federalists wanted a strong central government while the Republicans wanted that government to be smaller.  As a result of this, when the Republicans took power after the election of 1800, they enacted some policies that were to reduce the size and power of the federal government.  For example, they reduced size of the army and the navy.  They also repealed the whiskey tax, which was seen as an example of the central government abusing the common people in the various states.
